Now with script. Any random or scripted bad weather that the game still picks should be caught by the script within a minute or so and transitioned to nice weather. (Script source included, if you'd like to play with it.)

Only weather between clear sky and clearest sky. (Except in places which have their own weather. E.g., the permanent rad-storms in the Glowing Sea.) FO4 may still pick a random weather when you zone, but it should clear up soon enough.

Still leaves a 2% probability of rain and 1% probability or rad-storm, for flavour. (And doesn't affect places which have their own weather. E.g., the permanent rad-storms in the Glowing Sea.)

Removed some of the WTH weathers. Sorry about that.

Fixed the probabilities so the total adds up to 100%. Even less rain and fog now.
