IMPORTANT: I accidentally packaged the texture and material files under an extra file heading in the first two uploads meaning they won't work correctly if auto-installed via Vortex. If you're here about that, you can fix it by either downloading the latest version or doing the following:
Open your "Fallout4/Data" folder
Open the "Fallout4/Data/Data" folder the first versions of this mod created
Take the "Materials" and "Textures" folders within "Fallout4/Data/Data" and move them into "Fallout4/Data", merging them with the existing ones.
Took me a while to get this to work and given that I couldn't find the answer anywhere figured I would put my solution here. If you don't see the flag showing up ensure that the mods esp file ("SS2_BluesMinutemenFlagPack.esp") loads AFTER SS2.esm and any other official SS2 esm's. In my case adding a rule to load the esp after SS2_XPAC_Chapter2.esm worked. When you load into the game use the halotape for the mod or city planer desk and go to: Tools > Advanced Tools > Reset Settlement Flag Cache > Yes, Reset the Cache
Voila, the flags appear... at least for me. Your mileage may vary.

I know I'm a little late to the party, but a combination of two (2) factors make me want to start a Fallout 4 run again: The new TV show and that FO4 is now on GeForce 4. I loved these flags when combined with SS2, but noted they're sadly not on the Bethesda thing. I find this sad! But, regardless, these are awesome flags, great work!

Abernathy using the power transmission tower, maybe also Mary's Locket.
Finch has a Firefighter themed flag
Tenpines... has pine trees? Lazy, but works.
