Added miniquest to make vault 75 unowned if the player is at war with the BoS
The gunners won't attack random NPCs, unless those NPCs are members of one of the main quest factions. They won't attack the player either at the very start of the game, but will turn hostile once you join the minutemen or steal things from them or trespass inside their bases. No idea how this interacts with other mods. I burgled a few references from BangBangYouAreDead but mostly I used the cell ownership setting to make the gunners own things.
