Looks nice but even with all the recommended add-on packs it is broken: the shop area (see picture 21 of 29) is missing floor and upper floor parts. In the picture the floor appears to be like a rubber or plastic floor mat material and the upper floor is damaged. Besides not having a floor and upper floor, another knock on effect is that there are light fixtures just hanging mid-air. I suspect that these are not SS2 components, per se, but from some other workshop mod not mentioned in the recommendation list. Does anyone have a clue as to what this mod is? I do like the look and feel of the settlement and would like to make use of this layout. Oh, and I should mention that I had this problem with both the city plan and final layout mods. Again, kudos to the mod author for the overall great design and layout, but the missing pieces is just too distracting.
If I understand correctly, you have a problem with the existing building. This mod isn't touching it, building around it, so I think the problem lies elsewhere.
I admit that I do not have all the add-ons installed, I ran out of room in my load order and most of them cannot be compacted to fit in an ESPFE file. That being said... there's a small municipal plot next to the generator station that I have no plot types for. Additionally, at level 0/1, I have no caravaneer plots anywhere that I can see. Where should the caravaneer be, and what do you recommend I do manually to fix this?
I'm sorry, but I am fairly new to downloading city plans and have little understanding on how they work. I downloaded both files because of the description of the second file being "to be used in workshop menu". I can't seem to find anything in the menu regarding the city. I guess, what my question is, how do I "not wait" for the city plan to upgrade using the second file

Open the workshop, select layout option and choose the layout
