I don't experience any flickering with vanilla + ENB, but if you still do please post your ENB and INI settings here, but make sure to use a spoiler tag or a link to pastebin to not clog up the comments!  Let's fix this thing!

load last and it will overwrite more important mods (my opinion of course)
it overwrites mods that might add previs or edit them, among a ton of other things, i'd put this mod in the middle or top

It doesn't effect previs, it only edit 3 worldspace records, which don't touch previs.
Cells are inside worldspace, cells handle the previs data, and this doesn't touch cells.
It will conflict with Vivid Waters and Satellite map, which also modify worldspace records.
Not sure if it's compatible with Vivid Waters tbh, even with a patch, as they both change XWEM - Water Environment Map of the same worldspace.

I still get flickering, but to be fair, I don't think there is any fix to bethesda's issue.

It's an ENB issue. And this mod hasn't fixed it for me. Might be cause of new ENB release. Not sure. Heck, GPU drivers may even be a factor. But get rid of ENB and get rid of the Flicker.

Is anyone else experiencing an almost complete lack of rain surface-shine with this mod active?

Yep, I did. This was loaded last in the LO. Not sure if its my ENB to blame (Spectrum) or something else. Its unfortunate.

Ah crap, I just tested and yeah it looks like most objects turn wet but landscape doesn't seem to, ugh.  Roads, cars, the player, buildings, basically all non-landscape objects get wet except dirt. Sounds like this is yet another "half-way" fix :(

What's weird is I tested it again and it was fine.  I realized that Fallout 4 has no spec map on the ground textures (it's disabled in the plugin) so sometimes wetness never kicks in. It's truly weird.

You mean in the Fallout4.esm speculars are disabled? Could you post a screengrab of that?

As far as I can tell the only way to get rid of the blood flickering completely is to turn off wetness and install this fix.... but having rainy weather without wetness just breaks immersion completely :/ The bugs of this game are nightmarish at times.

I've looked into FO4Edit and I think this mod should be loaded last, so the fix applies. Other mods usually take over the FO4.esm worldspace record, so they undo the effect. maybe that fixes the issue of the mod not working.

Yeah I agree, was just looking at conflicts and incompatibilities using FO4Edit and I came to the same conclusion, this mod only edits 3 worldspaces by just removing the cubemap path to their water, and I had several mods that were going to be loaded after that just override this specific change (one of them being PRP.esp which I think a lot of people probably tend to load among the last mods), so I'll be moving this fix after them considering it's very specific and doesn't seem to conflict with other things in my load order.

This mod has fixed the "silver blood" problem that has been bothering me for a long time when using Blood Mess - Enhanced Blood Textures, it just works

The real problem is actually ENB. Turn that off and flickering is gone. Everytime someone fiddles around with game files to 'fix' ENB you just end up with more problems (often) than sollutions. It certainly did for me.

As much as I love the beautiful effects from ENB, I simply stopped using it cause of this flicker issue and even got better FPS overal.
I hope it gets dealt with at some point...

Flickering blood in FO4 is a well known vanilla game issue since the game release. It has nothing to do with ENB...
