Hi Otonggyk, welcome aboard. This mod makes it possible for legendary clothing to drop from legendary enemies. The chance of enemies dropping legendary clothing with this is 1 in 7, to not interfere too much with normal weapon/armor drops.
EDIT: You're also missing the Unofficial Fallout 4 Patch, which is required for this mod (and good to have in general).
I just did a quick test and was able to mod an item of clothing with Ballistic Weave just fine:

You should verify that whatever you're trying to put Ballistic Weave onto is actually capable of having it in the vanilla game. This mod just preserves the items' vanilla parameters (plus any bugfixes from UFO4P) with the addition of legendary support.
If you have another mod that also makes changes to the same clothing (e.g. a mod that allows for adding Ballistic Weave on additional items), it will conflict with mine.
Am I the only one that feels this is overpowered? Do these bonuses stack with the same bonus found on a weapon or other gear piece cause if you factor in the other gear items that have such effects you could potentially get very high defense or completely immune to some things.
Yes, the bonuses do stack with other gear, but the only place this mod gives you the opportunity to stack more than normal is by having legendary underarmor e.g. Vault Suits. Helmets with legendary effects already exist in-game. Full-body armor with legendary effects (such as the Courser armor pictured) will always be underpowered in the end compared to the combination of legendary legs, arms, and torso.
EDIT: Not to mention, damage reduction effects (e.g. Ghoul Slayer's) stack multiplicatively, not additively. So having a piece in every slot wouldn't get you up to 100% damage reduction. With both arms, both legs, the torso, helmet, and underarmor all granting the same defense buff, you'll probably get to around 68% damage reduction from the legendary prefixes alone against whatever you've gotten all the pieces for.

This make the legendary clothes less useful, especially in late game.
