Adds much more granular leveled lists for legendary clothing items
Leveled lists now group similar items together, so it will no longer be a matter of dresses or Institute lab coats dropping the most often because they happened to have the most variants in the vanilla game
Low-level legendary creatures/NPCs are now incapable of dropping certain gear -- e.g., a level 4 Legendary Radroach is incapable of dropping a legendary Courser Uniform or Army Helmet
Some new items will now be capable of dropping that couldn't before due to mixing of base records and leveled list records in the same list
Gives many clothing and armor items the appropriate keywords and Instance Naming Rules to drop as proper, prefixed legendary items. These include hats, helmets, full-body clothing/armor, and underarmor. Neither AWKCR, Legendary Modification, or similar are required, although be warned this will likely conflict with such mods. The Unofficial Fallout 4 Patchis required, as I included its fixes on armor records that I changed.
I know there's another similar "Legendary Clothes" mod on the Nexus, but it has a number of issues that I'm aware of:

Instance Naming Rules for clothing to include legendary effects in their name, so you'd awkwardly get legendary clothing items with no prefix in their names(e.g. ★Athletic Outfit instead of ★Sprinter's Athletic Outfit)
A number of the items it added to the Legendary Lists were not given the appropriate slots/keywords, resulting in legendary enemies dropping stuff like regular Blue Bandanas instead of legendary gear.
Made it possible to get legendary effects on way more biped slots than the vanilla game, such as glasses, bandanas, and rings. This mod does allow underarmor to be legendary, which I believe is the only biped slot now obtainable that wasn't possible whatsoever in the vanilla game.
Legendary drops have a 1 in 7 chance of being something newly-added by this mod, the other 6/7 chances being whatever's in the normal legendary armor/weapon lists.
Railroad Armored Coats should only appear after the completion of Underground Undercover, similar to Legendary Railway Rifles in the vanilla game.
I've also included a patch for Legendary Power Armor Pieces, which I use and enjoy. With that patch, Legendary odds are 1/8 clothing, 1/8 power armor, and 3/4 normal legendary armor/weapons. The patch is an ESL-flagged ESP, so it shouldn't take up any space in your load order.
