Buffs the Creation Club Chinese stealth armour to a level comparable to its Fallout 76 counterpart

The brief overview says it all, really. I like the Chinese stealth armour in Fallout 76, but the Creation Club version is a bit of a let down, so I made the following changes to it:
I also added a helmetless version and a helmet you can access via console command, if you like. Be warned though, the helmetless suit comes with minor clipping issues.
- It now has the hazmat suit enchantment, meaning you can run around the Glowing Sea while wearing it
- DR has been upped from 62 to 140
- ER has been upped from 0 to to 140
- RR has been upped from 0 to 1000
- Moving while sneaking no longer drains AP
- Weight has been reduced from 24 to 5
I also added a helmetless version and a helmet you can access via console command, if you like. Be warned though, the helmetless suit comes with minor clipping issues.
