They can be painted the colors that are available in the mod that they are from. There are no other colors unless other space Marine texture mods are added and a patch is made.
No, they are not power armors. They were on a Discord site that is no longer around. They are ripped assets so they can't be shared here on the Nexus. That's about all I can tell you.
