I have a question, are the added settler leaders (like Seven from Settlers of the Commonwealth) suppose to appear in the Leader List? Or not? Because I checked and she wasnt on the list even when I sent her to the settlement that I wanted her to become a leader of. Should I reinstall? Or is it possibility that the SotC may need to be updated?
Sometimes I've found that when a new leader becomes available I need to move far (enough) away, then return, before the leader appears in the list.
So, have you tried fast travelling to a location on the other side of the map and then back?
If that doesn't work by itself, you might need to rebuild the leader cards cache for SS2. I've found that on saves I have with a lot of mods the cache doesn't always update perfectly by itself. You can manually force this 2 different ways:
In the SS2 tools there is an option to rebuild the cache.
In the console, type:
cqf ss2_optionsmanager rebuildleadercardscache
Once you've done one of these options, then fast travel to the other side of the map and back again. Hopefully the leader will then be available.
Otherwise, it is also possible I didn't setup the leader properly. For example, there is a bug with Luke (SotC) I'll be fixing in the next update. I'm waiting for a reasonable number of changes to justify another release.
Seven (SotC) works as a leader for me though. Is there any other leaders you are having issues with that the above solutions haven't resolved?
So I noticed the Bunker Hill settlers were only unlocked after the battle of Bunker Hill. The problem with that is if you are on friendly terms with the Rail Road, Brotherhood of Steel, and The Minutemen (and have turned on the institute and defended the castle successfully), it is possible to get Bunker Hill as a settlement without ever fighting the battle. Which means you will never get the leaders unlocked.

Nothing's changed with this mod, so I wonder if something on the base game or SS2 has changed to cause this. Are either of you using any other leader packs, and if so, are they having the same issue?
Same situation for me. Not using any other leader packs (though thinking of grabbing one to see if it fails too). So far, I just have the robots from Graygarden and the starting people from Sanctuary. I've tried the console command [cqf ss2_optionsmanager rebuildleadercardscache], I've been traveling all around the map and am about 20 hours into the new playthrough. So I'm not sure what's up.
I'm not sure if it's supposed to work, but even The Mechanist is not on the list (and I kept her alive).
Have you tried rebuilding the leaders cache in the 2087 holotape tool with SS2? I have found their recent updates have fixed a few things for me. I rebuilt the cache and all the leaders showed up. I am going to try this mod as it adds more leaders than the other mod I used. I will let you know how it goes if I can remember because I will have to start a new game. Removing ESPs and installing replacements mid game is a bad idea, even for an update sometimes.

I haven't got Fallout 4 installed at the moment, as I've cycled back to Skyrim for a while as comfort gaming as I finish my current degree (I'm genuinely way too old to be a student still, but alas, I'm addicted); I still haven't finished Chapter 3 of Sim Settlements 2 myself due to this. Still, I hope to reinstall everything and finish it over Christmas with an eye to revisiting this mod then and making some improvements I noted myself last time I played with it. So, while that doesn't give you any immediate help OneShotPaddy4, I'm still keen to hear any feedback from you and or crazyape85, with a mind to what I can do around then.
With SS2, you can assign a settler as a leader of a settlement. For a settler to be assigned leader and give special benefits, the settler needs to have been configured as a leader. SS2 comes with a few leaders by default. ALA expands the leader options. I recommend checking out the SS2 wiki to learn more about how leaders work in the mod.
This mod only expands the SS2 leader options and settlers only become leader options once you have recruited them to a settlement. How you recruit each settler depends on each settler.
I noticed in my recent playthrough that when scrolling through the traits in the assign leader window, that some of the traits are mislabeled. For example, it will say something is a weakness when it's actually a boon (Kessler and Overseer Barstow had this issue)
I haven't had a chance to look at this in ages now, but marking ends for me after next week so I hope to jump back in and finish the update before Christmas.

I have an odd issue. Some settlements “share” the same flag when ever I change them in the other location :( so I can’t all my settlements have their own special flag. Like in this instance Starlight Drive-in shares flag with Sunshine Tidings co-op and I think Outpost Zimonja shares one with Taffington Boathouse. They don’t seem to share anything else expect the flag since they have their own leaders.
also as a request could you make it so I can’t “preview” the flag in the inv selection menu instead it always showing the American flag in it. Would help a lot so I would not have to keep looking the document file constantly when I wanna select a flag. Other than that these are very awesome flags! GJ

Yeah so I don't actually most parts use the leaders they are "meant" for I kinda just choose what ever suits somehow the settlements theme so to speak but It could be just some weird SS2 bug and nothing to do with your add to this not sure but I'll test next time I am at those settlements if the flags do the same thing with just other than your flags and try to remember to get back to here to report :) SO yeah I a lot do the manual selection of the flags just
Just gotta say I made Evan a mayor and lol'd when I saw his flag. What a nerd, I equipped him with a katana from another mod and gave him a nerdy shirt. I gotta say I love the work you put into it and I sometimes just make some people leaders to see what their flag is.
I'd prefer to use my own simply because I enjoy making them.
BUT if you want a hand working through how to make your own mod to add them, I'd be more than happy to share my (nascent) understanding of how to put it together. I'm undeniably a beginner in this realm, but if there is anything I can help with I'm willing to give what guidance I can; I find helping others a great way to learn more yourself.
That said, I'm an academic and next semester starts on the 1st of August. During semester I will likely be less responsive - especially around assessment marking. But, come November I will have more free time again.

Just going through the first few I noticed Doc Anderson, Abraham Finch and Anne Hargraves are duplicated, no doubt a few others. Maybe you could add a compatibility note either way for others downloading ss2 mods, thanks.
With SS2 you can have multiple leader packs with overlapping leaders. That way you can have all the options added by both and use the versions you prefer for different leaders.
Unfortunately, she can not be assigned as a settler (although she is a great companion) - I just wanted to save some time as I have attempted to make her a settler and a leader before. Although her character makes sense that she would not be.
I think you'd need to give her a settler package and a bunch of stuff around her AI. I don't think it's worth the effort, plus she's a loner and goes back to her little hidey-hole when dismissed.
