I'll no longer be actively working or adding expansions for this mod, although I will maintain it should any future issues arise, due to switching to Alias Framework by WhiskyTangoFawks.
This is a nice idea, however my fears is that i'll get an american-looking settler, that has a foreigner name It would be super immersive if only ethnically placed npc had the foreign names...but that seems a bit tough if not impossible to do without a script that creates such characters then attaches those names to them.
My other concern is that I might geet too many instances where the foreign names happen more than the american names
For the first, if you attached the script to settlers who were set up to only pull face data from ones that looked like they weren't "american" (whatever that definition would mean after 200 years of being in the wastes...), you could potentially set something up that way, I personally don't intend to do all that as I'm far from decent when it comes to face morphs, and have quite a bit I want to get to mod wise. It could potentially be patched with NPC replacers, but it'd be vastly time consuming.
For the second it actually has an easy solution. Both the first and last names pull from one "master" formlist. One for all first female names, and one for all female second names and vice versa (sort of like having a leveled list inside another leveled list). If you add the American formlists again it should dilute the pool, though I don't know how it'll interact with having the same FormID List twice, so you might have to make a copy of it first (shouldn't matter, but I've not tested it). Note: Pretty sure max items in a form list is ~120. You can make it so there's a less than 1% chance settlers have a french name if you so choose.
E: Adding settlers, you'd probvably have to edit the formlists that include settlers, if you're interested in doing all that I can write a full breakdown of how to do so later today/tomorrow. E2: Will say though, if someone wanted to craft a handful of NPC's (that wouldn't require downloading a host of cosmetic mods) for any languages I add with an easy to implement naming scheme? I'd most likely be willing to make a version for it. E3: In fact, if it's possible to alter the script to look for a keyword then from that choose the names it inserts? That'd be relatively easy, just add the preset keyword (such as AB-KW-IsFrench or something) to the facial morph of the settler you'd want to effect. Might look into this as I might be able to tie in some features I wanted to add to the overhaul version. Still, you'd need appropriate NPC records with the preferred facial morphs to match the keyword. E4: Totally unrelated, but the screen archery on your profile is lovely!

E: Working on my more complex version, but hoping to get to at least six expansions before it's out... Which given my Papyrus skill (Read: lack of) should be easy to do.
E2: Think I'll do Russian names next, and have it done either later today or on the morrow (this will be uploaded soon ish, other projects have caught my attention atm). Would've been done already, but tinkering with my LO is a series of getting it stable then going "but what if..." and a ton more work. XD
E: German version dropping tomorrow, alongside updated French version. Update will simply remove the titles/gender neutral names as their implementation currently doesn't work as intended.
Found out the English characters bit wasn't quite true. I'd like to stay to mostly with English, but accent marks and the like can be used, which makes finding names a bit easier.
Currently testing the ability to insert a nonbinary/gender neutral formlist into the gender lists, alongside a "titles" option. Let me know if any french titles (replacing first names, so for example Monsieur {name}) show up.
Next expansion will most likely be Spanish, expect it later today or tomorrow as my sleep schedule is wonky.
Edit: If enough people request it I might consider removing the base English names (so French only settlers or the like) as an alternative option.
