Reorganizes the story manager nodes for Fallout 4's random encounters to properly allow mods to use them in a safe and compatible way.

An example plugin that uses the framework to implement an encounter where you find a vault-tec lunchbox that's been booby-trapped with a mine. One of the locations this scene can show up is under the bridge northeast of Starlight Drive-In.

Disables random encounters for easier testing of new encounters. This does not guarantee an encounter will happen at an appropriate node, it just makes it significantly more likely.
