   After trying both downloads, the old Idiot Savant laugh is still playing but the image pops up just fine. Is there supposed to be an .esp?

      Well it's definitely still working on my end.
      Did you make sure the file paths are correct for the sound replacement?
      
      It's supposed to go in:
      
      C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\sound\fx\UI\Perk
      
      Don't worry if you don't already have those folders, just create them and the game will know to pull from there.
      
      And make sure all 7 UI_Perk_IdiotSavantblablabla files are in the "Perk" folder.

      Possible that like me, you were using a previous mod to reduce the volume to a bearable level. This will leave loose wav files that may conflict with or override the mod's wxm files.
      
      Give that a check, could help.
