Based off my original Sanctuary Fort, but took alot of plots out to fit just 20 settlers.
I figured if my Laptop couldn't load the city plan, other PCs couldn't load it too. -

Took away the industry plots and clinic
I tested the plot twice and it ctd'd the other time, this would decrease the amount of plots the plan has to load.
