I don't know if it is bug or what but after using this mod I can't get any other legendary item but armor parts, so can you look in to it, I also have your "Legendary Weapons - Any Weapon at Any Level" mod install

If is not too much trouble to ask. can you make a version that only affects the vendors? like for example, legendary armors you find in the world remain the same but the ones you buy from the vendors are all heavy. this keeps the game balanced and is less intrusive.

I tried the esl version. The plugin is about in the middle of the list, after all other mods that affect loot (but before the mod for recalculating the level of zones).Legendary armor from vendors is always heavy. It just works. Although I have not yet understood by what principle localization is lost.
Legendary armor in the loot of legendary enemies/boss chests (mod Boss Chests Contain Legendaries) is always light. Always.
Many opponents (at least a third) have in their inventory (even a non-legendary mole rat), as well as in containers, heavy chest metal non-legendary armor. And even where it never was (zB, in a suitcase on the shore next to Sanctuary, where there is a fishing rod and a bucket of bait).
And it's always heavy chest metal non-legendary armor. Always.

I'm not good at unpacking archives (in theory, I know that MO can do this, and nothing more). Can you create a loose version of the mod (I'll try to merge it into a build using Merge Plugins and see what happens), and also suggest what exactly can lead to this effect?

I'm not sure but it sounds like a mod conflict. First of all, this mod temporarly overwrites the records of the armors' Leveled Items, it's visible in FO4Edit. But mods can modify (inject new items into) these Leveled Items with scripts which is not visible in FO4Edit. If two mods alter the same Leveled Item in two different ways, then the outcome is pretty unpredictable.. Load order doesn't matter in this case.. I'm sure I haven't added generic heavy metal chest piece armors to containers or actor inventories so I don't know what causes it.

It's also worth mentioning that the inventory of generic NPCs (Mole Rats, Raiders, etc.) doesn't get force-updated by this mod so already spawned (so spawned by the time you install this mod) legendary enemies won't necessarily have legendary armors until their parent cell resets (when the actual NPC respawns, actually). NPCs' inventory gets recalculated when they NPC respawn (which happens regurarly unless the encounter zone of their persistent location is set to "Never Resets", e.g., settlements). If you'd like to, you can force reset every cell in the game to see if that helps.

Tested in ESL version for the same problem, works perfectly in ESP...

You might want to fix the prices on those vendors. I have to pay over 16000 caps for the Destroyer's Chest Piece alone; Lucas Miller is selling his Legendary armor pieces at exorbitant prices too, and I can only imagine how insane the prices at Far Harbor must be.

The price modifier is actually intentional. In the vanilla game, Legendary Heavy armors are more expensive because they have different (Tier 3) price modifier than standard armors. I changed the armors' price modifier to Tier 3 to keep this mod lore friendly.

Vendors rarely sell Heavy armors in the vanilla game but I remember that Mark 4 Synth armors pieces are also pretty expensive. 16,000 Caps seems a bit too high though. Do you have the Caps Collector perk or do you have low Charisma? How much does the Mark 4 Synth Chest Piece costs for you?

I don't have the Caps Collector perk, and my Charisma is 6, I believe; I have the merchant bobblehead thing, though. I dunno how much the Mark 4 Synth Chest Piece is priced, is that sold by the Institute? I haven't gotten there yet.

Very good idea! even if it is legendary, a piece of light armor is useless, it would be great a version in which there are no pieces of legendary raider armor, because those armors are more aesthetic than protective.
