I just checked the plugin, the author changed the perk to work as intended but he didn't change the message that is shown to the player, perhaps because he forgot or perhaps for compatibility reasons so as to change as little as possible. If you want to change the displayed message you can open MagWastelandSurvivalGuide05 and change it there.
A way to make the most useless magazine actually useful. And given my non-survival playthroughs end up just setting up camp at Home Plate, even more useful
