   Why did you include a dummy plugin file but your mod comes in loose files and not ba2 archive?

      They do exist, you gotta look for them. Most of them are offsite but these are the only two I've found on the nexus:
      United Security Contractor
      MF-UNTAR Peacekeeper
      Battle Encounter Assault Regiment
      Honestly, any other tactical gear mod. Plenty on the nexus.
