it's not that simple. Fallout 4 Vertibirds don't have animated landing gear, so to add that you'd need to implemented a completely new function to the model. So, not just the new model, you'd have to handcraft the proper animations and then you'd have to find a way to implemented an animationset that's not there in vanilla, meaning you'd have to implemented a completely new function to the game.
They have animated landing gear in the vanilla game, however I think, emphasis on THINK, the Fo4 and Fo3/NV landing gear is different, and no one wants to make custom animations for this version of the vertibird.
The landing gear not retracting was something I noticed missing in FO4 from NV. The landing gear on the President of the NCR's vertibird extended and retracted on landing and takeoff, respectively. I think permanently removing the landing gear is the pendulum swinging too far the other way though. At least I'm not the only person bothered by this issue.
