hmmm, I guess the obvious things to check are: Plugin enabled Quest progression is achieved (other settlements can build city plans) Remove/delete mod, re-download install and enable (in case of a corrupt download) Make sure you 'own' the settlement MCM > WSFW > Tools > Claim This Settlement
I have it appear on my city planner desk, so I'm not sure what is going wrong.
There is also the option to use the Layout file - you can get the settlement built at the equivalent of city plan level 3. It has 18 settlers, so that an 8 charisma should get it filled to its max, and you don't have to have a city leader so even 17.
Building this right now, can't wait to see it evolve!
Also a humorous note: Mr Bumblebee is attacking an NPC from a SS2 quest right now! (one of the guys Alyssa wants you to interview)
At foundation level 0, the settlement is reporting 3/3 max population. I've had that same problem with older plans, and read that it has something to do with changes made to SS2/WSFW over time. I'll see what happens at Lev 1 if it gets there, but I am worried that it won't update :(
The add-on creators use a particular faction to make plot 'NPCs' friendly, but some can be not so friendly to other NPCs in game, hence the disagreement between plot and SS2/other vanilla NPCs.
Settler Issue: A little while back, an update to Workshop Framework changed 'something' and the issue with incorrect settler numbers for city plan levels were potentially seen in plans created prior to the update.
In the Sim Settlement 2 settings, Under Recruitment, there is the option Limit Recruitment By City Plan (defaults to ON). Try to change it to OFF and then travel away from the settlement then back and it might enable further recruitment.
If that isn't working, then I have added an optional file with the settlement re-compiled with the newer web compiler that includes settler numbers to help avoid the issue. The esl file is named the same as the original so should overwrite (and make the original redundant) but should allow city plan progress to continue. I do not know when changes will take effect, it may require the city plan to level up.
I will be revising all my city plans once chapter 3 hotfixing slows down, so will look at updating the main file once I make my way through my earlier plans.
another great settlement. Trying to catch up, did not have my desktop for awhile. It was getting fixed. Just wanted to tell you that I love that you include the layouts in the mod.
Thanks! I like to include layouts as I know some players like to take a city plan and change it up for their own game (like me when I use other city plans) and it's a lot easier to go straight to the desired level and get to work without the hassle of having the plan level up first
The settlers tried to have a bit of mess, but all their scrap and junk keep being taken in the night.
Some of things that the perpetrators are heard to be mumbling are: "Get it back to Finch Boys" "This will make Karvoc happy" "Take it to the pile behind the third pile behind the house" "Look at this, it's going straight to the pool room!"
I like it, but I see that you have left your YouTube channel very abandoned. Could you make reviews of your settlements? It calls me more attention to see what you show on YouTube.
Sorry about that, the lack videos is directly related to the lack of time I have available. I make the videos when I can, and time is even more short this month as this is an additional city plan I made, while I still working on my contest Finch yet to come.

Please let me know if that fixes the issue

Update: Upgraded to Lev 1, still showing 3/3.

This was just me showing I can make a smaller plan :)
