the load order should be vulpine, lupine, then patch, and make sure that you drop the patch in *last* after you've already placed everything else, and whenit asks to overwrite files you say *yes*
This directly replaces the lupineNPC replacer .esp, so if you make any edits or movements to that .esp after installing the patch, it may break it.
It's worth noting that in some places, you'll only find members of one species (for example I made vault 81 exclusively vulpines)
I highly suggest going to diamond city for diagnostics, as I went out of my way to ensure an even mix there.
If you have that load order and you're in diamond city and still only seeing vulpines, something's gone wrong that I can't help you with.
I had the same issue as you and what i did was combine the two wolfracerreplacer3 files so that it was just one consisting of this one's esp and the other ones meshes, then just make sure that loads after vulpinerace-npcreplacer-dlc.esp (you need to have autosort off on vortex to be able to move plugin load order)

After installing Nora was one and I wasn't at the bathroom mirror. Just switched to her and it worked. Use unique player to keep yourself in a vanilla body or it will cause your body textures to smear.
i don't know if its one of the NPC re placers not working right or this mod but all me random summoned settlers show up as human. if i try to use console commands to change it (select them and the Setrace Vulpine or Lupine) it only changes the body leaving the head human.
