If you want to see the city being built gradually you use the levelled city plan in the urbanist's desk. If you want the complete and finished city plan you use the layout in the workshop menu.
You are right. But these are add ons, the plan works without but will not have the same buildings as on the pictures or video, so they are not necessarily required.
