The sad thing with this is that it's not a mod but a save game file and worse it depends on your mods which we won't have which explains all the issues everyone has had trying to load it
Fun fact; the Midway-developed Psi-Ops came back in 2004, but the game never give a chance, as Midway (the developers behind the highly successful Mortal Kombat series) closed it doors for good in 2010.
Given the number of mutant powers attempts for Skyrim and Fallout 4, I had hopes of kitbashed versions of the PSI powers. I will say that's a good preset, though.
