I can also confirm. Narrowed it down to here, and I'm scratching my head over it. It was affecting both genders. Sizes check out, everything's 2k. Alpha doesn't seem like a problem. Generating mipmaps for them caused the issue to go away with males, but not females. Unfortunately I don't know enough about FO4's version of the brown face bug to know why these specifically seem to be causing it.
EDIT: I think I may have just figured it out by comparing it to other mods that also change face detail textures, but I need to test it. Freckles 1 and 3 are compressed to DXT5, which is treated as BC3_UNORM. Freckles 2 is BC3_UNORM_SRGB, rather than DXT5.
EDIT 2: So it was a combination of things, I think. After beating my head against the wall a bit (Freckles 1 was also causing issues), I decided to resave them all as DXT5 with mipmapping, and now they seem to be working.
I'd definitely be willing to return if it manages to get sorted, but each file loose or BSA causes the bug, so for the time being I'll just wait and keep my eyes peeled for an update.

edit: gimp ended up being bullshit, couldnt even open .dds files. i resized the images with paint.NET and uploaded it on my profile.
I think that problem was with alpha channel in second freckles. I fixed it and made a screenshot of using it (with mod list). No "brown" face issue now.
If you look at the mod "Valkyr Female Face and Body Textures" there is a description of the issue the mod author is trying to address.

So, in case you have (for example) the game version with HD DLC installed, and will donwload the mod version with 512 x 512 res secaular map, it will bring the dark face bug, as well as if you have some other face textures installed, like brows, face scars, tattoos, makeup and such - if the resolution of even one of them will not fit the default, you'll seee "dark face" corrupted texture.
You need to have all of the face mods (freckles, brows, etc.) to have same resolution. I have real hd 2k and without upscaling it causing brown face issue, but with it everything normal, at least at start because i hadn’t enough time to test it.

Though this is probably because I use MO2. As if they see you don't use proper typepath. It'll tell you to create one.
