Couple of personal changes for the SA58 made by Wanaming0 and Co.

These are my personal changes for the amazing SA58. This mainly does changes to the main SA58 mod and its modifications. This also does not touch the meme guns (May make an optional patch if they need it if ever). Main changes are:
20% slower reload: Optional patch removing this is inside the folder, use only one patch or face consequences (or maybe just incompatibility)
Pricier Gun: Roughly 2000 caps, higher price for a gun that can
Lower Damage: Damage is roughly around 70 now, damage varies from attachments
Stronger Recoil: With the damage the gun brings, adding more recoil seems understandable. prepare for some kick
