Just a note, the Overclocked Emitter does not actually increase damage; AttackDamage modifier refers to a weapon's base damage which is 0 for the laser gun, base damage is ballistic damage & energy damage is added separately under damage types.
Changing (xEdit) the mod value type to FormID,Float, property to DamageTypeValues, Value1 FormID to dtEnergy & Value2 Float to 0.25 will fix the issue.
No worries! I really like this mod as well, great idea to add some more power for the laser gun through non-linear upgrades so everyone can choose what they like most

Edit: actually eco works fine this just adds a slot to the base guns (i didn't realize that's where the universal workbench im using was from)
