When you exit you see blank white. You can add flag "show sky" to each cell. You will see sky instead of blank. You will see dark at night instead of white.
You can also use command TCL to go outside the shelter (in the cell) use PLAYER.PLACEATME and add shrubs. Now you open the door and see shrubs and sky. When you are outside the shelter (in the commonwealth) you can PLAYER.PLACEATME add the same shrubs.
If you want to get fancy you can click the shrubs in console view and type GETPOS X, then GETPOS Y, and finally GETPOS Z and add these as PLACED OBJECTS in the mod file with the coordinates you got. You can click on cars and stuff outside the shelter in the commonwealth to get IDs and and place them outside the shelter in the cell to almost match.
I know, but I liked this white effect more. It's like coming out of a dark cave and being blinded by daylight for the first moment. I'm sure it would be better at night, but I'm rarely out at night in the game.

Hey great idea I was looking around in search of more radiation protection. But I must mention according to the game lore the Pulowski Shelter was really only a big scam and will never protect anyone from rads of any kind but well its nice you are changing that now. Cheers and thanks!
Love the idea, but when I enter the shelter, close the door, and hover over the control panel (on PC), it says I need a key. Is there someone I should get this from? I have several other mods and DLC but I can't think of anything that might interfere with this...

Might take a while, as I'm currently getting into Skyrim AE scripting and have put Fallout aside for the time being. But anyone who wants to may expand this mod and post it on Nexus as an addon or standalone version in the meantime. (And please be so kind as to position the chair better! >) ) It still annoys me... :)
Cool mod, I'm surprised no one made a mod actually adding stuff into these but this is the next best alternative instead of them just taking attention for no reason

The comment was directed solely at the mod author. Since they specifically complained about the lack of radiation protection from the existing structures, ya know. But I'll remove the link and mail it to them instead.
However, the mod only changes the Pulowski Shelters. It does not change anything about the radiation itself and does not remove other places that provide protection.

I only worked on the pre placed shelters in worldspace.
