It changes the SPECIAL requirements of every perk so that it makes more sense (e.g. punching requires more Strength than making weapons and armor, Gunslinger and Commando are based on Perception instead of Agility, etc.).
But yeah, James, this order is way more logical than the base game's. Nice job. Are you planning on rebalancing the perks at all?
Thanks so much. =) I honestly hadn't planned on it but since you're the second person to mention, I'll look into it. What sort of rebalancing would you want to see? Just the level requirements or the actual perk effects or something else?
I haven't played the game much yet, so I don't have any specific ideas, but in general it seems that perks that originally required more SPECIAL points were meant to be stronger than those that required fewer, so changing the order could potentially lead to lower-ranked perks being overpowered or higher-ranked perks being underpowered relative to their SPECIAL requirement.

Remember that perks still have their vanilla level requirements for advanced ranks unless you edit them, like level 50 for rank 3 of Pain Train.
