Fort Strong is a location that i put off for a while because its a vanilla location with some quests.
I decided to take the plunge anyways and see if it will work properly as a settlement and IT DID !!
As you will see its no longer a main administration building  and some ruins but a fully fledged town  with stores,housing,a working pier  and finally a military area like a depot/hub  with a vertibird pad and maintenance facilities.
I obviously overhauled the whole area and added  some land mass.
Ive taken the ruins and rebuilt them but also added many more.
Lets get into the lists...

Buildings:
Diner/bar ,Clinic,hardware store,Office building that you can change into what ever you need,another building also ready to be useful next to it,a gun shop/armorshop,HOTEL  that can house 6 to 12 settlers(have it set up with single beds  but should  fit a double if you want).
Also...
The military building with the watch tower that controls the landing pad,its own diner,small barracks,and a apartment you can use for yourself.Included are a small hanger next to it. All these are on the island i created and easily defended.
Ive also included a small farm area next to the pier  and a fish farm close to the town entrance .
You also have a big barge you can use as you see fit...
Jobs:
Many guard posts with a floor mat marker in most high places plus  a few that guard various entrances.
Fish butcher,fish inspector (weighs fish) and 2 fish feeders  that are assignable  and count towards food and happiness
A couple of counters like trader in the hardware store,weapon counter in the gun shop.
The clinic also has a blue desk that is a marker to assign a nurse.
There are basically 2 diner areas and 2 bars but i didnt add any markers so its up to you to place either registers or markers for those. I didnt place my own because sometimes they cause issues.
Other resources:
20+ beds
A water purifier and food provider (75 water-35 food) next  to the farm.
CAUTION!!! I strongly suggest you go there after activating the workshop and power on the water/food generator  so that when you deploy a beacon and someone shows up your happiness doesnt drop.
We also have a dog named Tiberius  patrolling the whole area.. ;)
Finally i also installed a NPC spawner (next to the clinic  and spawns show up at the pier)
Some technical stuff:
Workshop is behind the original fort Strong building.(i couldnt put it somewhere else closer to the center because i wanted to keep it in the same cell as the map marker )You can also deploy the beacon back there and power for it is also provided.
The build area  is HUGE and starts   from the little red car past the Nordhagen settlement  towards the Fort  and covers the whole island.This also causes a tiny issue because of the game engine and how many cells its loads.The issue is that sometimes the workshop wont open at the outer rim(the outside guard bunker) and you have to walk back a bit to the beginning of the bridge on the fort side..and open it there. Not really an issue  to be honest..
All aspects of the settlement were tested MANY times with various saves both clean and dirty  and it didnt fail not even once.
Supply routes,moving settlers and even companions tested...All assignable jobs tested.
Navmesh was totally removed from about 8 cells and done from scratch.
Precombines  and previs done in 3 passes 1 cell at a time (  roughly 16 cells X 3)
Im also going to include an optional file in case some of you have conflicts with the precombine data ( because many use various mods that "repair" vanilla precombined data but cause chaos to NON vanilla locations that have their own data...) This optional file was created BEFORE the data was generated and works WITHOUT the BA2 file.
