This isn't working for me, unless I'm doing it wrong. I downloaded everything needed with the NMM, and I did leave the area before I installed, but when I go there, its still the same as it was. Is this something I'm supposed to have a blueprint for? I don't understand those yet so I was hoping it would be a rebuild like the ones I used for Sanctuary, Abernathy, and The Castle.
None of my 1x1 Municipal plots are building am I missing something that adds them? I have Tiny Living but that only adds a caravan for municipal plots and I don't think that is what is being used.
Hamoflague I'm sorry but you can't rename mod files just like that. By changing the file name you will create problems for everyone who already installed it because the game will flag the mod as missing.
If you already have it in your load order do not update unless you are about the start a new character.
So what you have to do is make the original file (mycityplans.esl) available as version 1.0.0 and then upload the new name file as version 1.1.0 so that users who weren't aware of the file name change and updated the original version to the new file name version can revert to the original file.
Try it now, found what the problem was. The tool to make the cityplans usually pumps it out as a certain name for everyone so that's probably why it conflicted.
