It might be a power grid issue, as these can cause problems - SS2/WSFW has a way to fix power grid problems, (it's been a while since I used them but I think you can do it remotely or as near to the settlement you can get, if you are experiencing crashes when approaching the settlement.

As city plans have scripts running in the background, there may be an issue with scripts so you could try Fallrim Tools to check you save (see that mod page for how it works)

You can use the layouts file to go straight to a particular level - used through the red settlement workbench Manage menu.
Layouts are similar to a transfer settlements file, in that they just place a whole lot of objects and after the message box saying it's complete there are no scripts running for city plan updates. The settlement will not change further once the layout has built.
You could use a save and try going straight to level 3 from a cleared settlement and see if you still have crashes - that way you might find that it was the city plan or scripts that is causing an issue.

It doesn't really matter how strong your PC is,the main problem is the game engine limitation if you reach the limit probably it would be CTD or freeze

Having a really bizarre issue when using this city plan, for some reason floor or walls of buildings won't be there. Not invisible but just straight up not there, every time I load a save from before selecting the city plan and then using it the walls and/or floors missing are random each time.

EDIT - Nevermind, going away into another cell and then back again seemed to fix it for me

kind of new to fo4 and modding (to a degree). new to ss2 and certainly the city plans. I see your description mentions a lot of manual things to get this plan to work such as adjusting the turrets, and console commands to remove scrap. I also see here you've made some posts about updating. Are all those manual things still required? I'm really looking for a "set it and forget it", it will build on its own, plan.

The update is for city plan 'stuff'.
As the scrapping is tied to the base game functions, it is still needed for getting a tidy looking settlement.

The vanilla turrets will attack some plots, and may attack some NPCs (due to how they have been set with faction flags in their code I believe)
Thus they will likely get destroyed, If you don't scrap them , then just leave the burning and smoking base, the city plan added ones will get place over the top of them.

The rest of the mentioned scrapping is for visual things, and I don't think any have collision (maybe the papers?)
So you can skip if you don't mind walking through power lines, floating desk stains/paper

All city plans for SS2 will work for chapter 3.
The older ones here on Nexus will be standard city plans, while there are a number of more recent specific city plans that are of the outpost type of settlement.

The standard city plans can be converted over to outposts via the city planner desk...
however, all Agricultural, Commercial, and Industrial plots will be changed over to Martial... and thus the look of the city plan will change (could be drastically) especially if structures have been specifically built around specific designs of the plots.
This change to an outpost is not reversible - you would have to restart the city plan from level 0 if you want to revert.

I'm not sure exactly, but if you convert a city plan over to an outpost all level progression will stop. (unless the city plan is an outpost plan)

Its been a minute since I last played F4, but I'm getting back into it, but I was wondering if that fireplace in the Playerhome picture is from a mod or base game?

I'm pretty sure it is a base game object, however the base game doesn't have it in any build menus.

That one is from the base Sim Settlements mod, to place one yourself though, you will need the Wasteland Reconstruction Kit (WRK) which puts thousands of game objects into the build menu (any cityplan/transfer settlement don't need you to have the WRK mod as the objects are in the base SS2 mod).

Thanks for answering my previous question. But after getting this Covenant to lvl 3 city plan. Like it looks 80% of what I see in the screenshots. But just right off the bat. That cool looking waterfall you have in the middle of the town. In my game its just a fountain. Curious what brings about the waterfall?

The water fall is a recreational plot from Junk Town 2 by Uituit
The plot name is Garden and is a relaxation type.
(the waterfall - the falling water - doesn't always spawn on plot upgrade, just refresh to get it - needs to be at least level 2 plot for the large one).

(if you have a fountain with a few trees and fence you probably have the base SS2 Central Park recreation plot instead)

The Sim Settlements 2.1.2 update has changed the orientation of the Laser Cannon Martial plot.
The building has been rotated 180 degrees

To get it position correctly (as per the pictures) you can do the following:

    • Enter build mode (you will be able to mouse over the plot to see its position)
    • open the console, and click on the plot beneath the front corner of the stairs where the highest support is (the plot has a lot of mist objects that will be click on first for most other areas of the plot)
    • Type the following and into the console and press enter (without quote marks) 'modangle z 180' then 'modangle z 0'
    • exit the console and check the plot has been rotated by mousing over it (if it hasn't re-enter console 'modangle z -180' 'modangle z 0'  to put what every you did have selected back into its original position, then try clicking on the plot again and repeat the previous steps)
    • Exit build mode and refresh the plot
    • Re-enter build mode and move the ASAM to a convenient location (if you refresh this step will need to be repeated)
    • Exit build mode and that should be it

When I create this and its at lvl 0. Can I leave the area and will it upgrade eventually? Only reason I ask is because with the other Sim Settlements. Once I chose the non basic city plan, at the top left corner it would show me updates on Settlers creating various plots and whatnot. With this I dont, and I also see it says 0/0 junk resources. So I cant tell if I leave will it eventually update or not.

If it does then great! Just curious though

      It sort of should....
It needs junk to be collected up to upgrade, and the settlement needs to be happy (I think its 70 to go to level 1)

This means it would pay to check to see if settlers have been assigned to plots. (it should do it if you have auto assignment option on)
Caravan plot is a good one to ensure has someone assigned, as that can draw in food and water from the local network to help any shortfall.
If you still have the original settlers (sided with the locals and have the mayor and all) then some of them will count towards the settler limit, however they aren't able to be assigned (without extra console commands applied to them).
Happiness can be easily helped with assigning a settler to a relaxation plot (a settler can have 3 assignments: residential, work, recreation plot) the Crafteria is a good option (it allows 1 settler for every level of the plot) and should give enough happiness boost.

As for upgrading you can have city plans upgrade automatically... however I would really suggest to have it set to manual (when you go back to visit) as you can end up with objects from the plan being placed in internal cells (HQ, Railroad HQ etc) if you just happen to time entry to the cell while the city plan commences its remote upgrade (and scripts get a little confused)

If you need more info (and for access to those with more knowledge) head on over to the Sim Settlement 2 Forums

Is there any way to get this as a standalone mod? Like just as a replacement of the vanilla Covenant.

There probably would be, but I do not have the skills and knowledge to do so.

You can jump straight to a level 3 city plan equivalent if you use the optional layout file (through Covenant workbench)
