Either this settlement is broken, or you've left out whatever mod it is that deals with the buildings out of the required mod list, every times i've tried to load this settlement everything gets imported except for the walls and ceilings, and doors on the buildings. what mod deals with these assets, the blueprint shows i have every mods, so i don't know what is missing.
