No, no need. It's a simple retexture, just copy into your "Data" folder. It is much simpler than using NMM, which always seems to put stuff in the wrong place for me when I use it to download mods. I only use it to activate ESPs.
FINALLY! I hated that transparent HUD.... perhaps you can also make the visors too? It would complete the power armor experience with slightly obscured vision due to visors.
The 0 transparency is Hellstorm's mod I listed as "required." My mod is just a re-texture. I doubt we'll be able to modify meshes to that point till we can import the edited meshes back into nifskope. I don't believe this is possible yet.
Don't know if you already are, but try the version on github, works for me.
Also, if you already had NifSkope installed, the file associations will still be linked to the older version. The github version is portable so it doesn't update them. Caused me so many headaches until I figured that one out.
I just tried, even uninstalled the old copy. I don't know. It was on here a while back. I got it and it worked. Now all of a sudden I'm getting errors in the file header.
EDIT: Nevermind, got it working. You need Alpha 4 and took a bit of searching to find it again. Have the nif edited and hud stays up in 3rd person. Will send Hellstorm the file since it's his mod.
It's funny, people made mods to add power armor HUDs to the older games, and then people started making mods to remove the power armor HUD from this game.
Yeah, I didn't like the mods removing it. I loved it when Hellstorm102 made his mod. It make skinning it worthwhile. Once I get Nifskope fixed. I'll probably edit that mesh to make it show in 3rd person too. I think I know how. Had a bug when I was helping Hellstorm102 with his mod to add the background behind the compass. It originall had a open whole it there. I had to copy a panel over, which Hellstorm102 was trying to do.

What are the specific files needed?
EDIT: Weird, it's showing up in the pop=up for me, but I'll add a link to the description.
