      There is an option in the ENB Quantum Horizons that let you do this, it gives the best results. Before it was done using reshade, there is a preset for reshade called BorderFall, but is currently deleted or set to hidden.

      install ENB Quantum Horizons, turn SMAA+Cartoon Render 
      Now you can get to Borderlands-like black line
