Make sure you have both of these mods installed and if all 3 mods are correctly installed you should be able to choose this city plan from a city planners desk.
I really like your simple, cozy style! A lot of people build settlements to be huge and lavish, but I feel like small and simple works better for the artstlye and setting. I hope to see more like this in the future!
Thank you for the positive comment about my settlement build! I only have an Intel 5 Processor so framerate matters to me and many of the huge lavish settlements make my system chug which in turn makes the game less fun for me. I have a few more planned settlements that I hope to finish and publish sometime in the near future :)
If you are referring to the Roadhouse bar inside the main building that is a interior plot that I did not design but is available in the base Sim Settlements 1 & 2 commercial plots. As for where the neon lettering comes from I think some of it is available in the Wasteland Reconstruction Kit on Kinggaths Nexus page which is used to create most Sim Settlements builds. Certain items are buried inside the Creation Kit which is done outside of the game in a far more technical interface. I hope this was helpful information for you.
