I know this is a couple of years old but I've been trying to find a way to reduce AP refresh rate but haven't found any good mods on the nexus to achieve this.
This mod would be perfect but like the other person I've found that the reduced rate is applied when tired or worst but when simply rested my vanilla fast regen rate is applied. I've checked in FO4Edit and all stages of sleep including rested have the same reduced rate.
If anyone stumbles upon this mod and finds a way to reduce AP refresh rate or to get this mod to work when rested, it would be much appreciated if you dropped a comment. Thanks!
