Another brilliantly imagined city plan. My word Crying, I am going to be lurking about your profile for new plans, I can't wait to see these in game. Glad I found your stuff just as I am putting together a new SS2 play. Hopefully what I have in my load order doesn't fark up any of your creations. Well done!

The bar and museum are commercial plots and require a minimum of 5 settlers (with vanilla beds and/or residential plots) to begin building. If you have enough settlers, it is possible that none of them were assigned to these plots. Check to see if this is the case. Generally, the agricultural and industrial plots are assigned first to provide the basic essentials (food and building materials) and so your settlers may have these jobs as a priority.
If you have enough settlers available for commercial plots, there are a lot of recreational plots in the City Plan and a settler may have assigned to a recreational plot but not to a job plot. They can be assigned to both.
Not sure why that is happening. Both of the plots need 120 building and 31 organic materials to build so it seems that you have more than enough materials. Did you donate the materials to the container on the City Planner desk? If you donated them to the vanilla red workbench, check the SS2 setting on either the holotape or in MCM to be certain that the "Pay costs from Workbench" option is On (Gameplay/Costs). The material requirements to build can be disabled in either the holotype or in MCM by turning Off "Construction Costs:Plots - also found in the Gameplay/Costs section. After selecting this option, go to the ASAM sensor and select Start Construction from the Activate menu. This should allow the plots to build.
There seems to be some collision bugs for some reason. Companions and some settlers are getting stuck in the ground/floors. Also the fast travel mat places you stuck in the ground. I had to TCL and delete it and then move it outside the build area.
Thanks for your patience - I recently updated to the Chapter 2 version of SS2 and encountered many of the bugs and was unable to look at the issue that you described. I reverted back to the Chapter 1 version but didn't find anything in my game similar to what you described. As soon as Chapter 2 is fixed - I will revisit this issue.
