A Patch for FROST and the replacer version of See Through Scopes.

If you use FROST and the replacer version of See Through Scopes (STS) without this patch, one of two things can happen depending on load order:
1) The new scopes added by STS can't be found in the wasteland and must be crafted
2) The new scopes can be found in the wasteland, but scope attachments are no longer de-leveled as was intended in FROST.
This patch fixes the above dilemma by merging the modcol edits of FROST and STS. Consequently, both the new scopes introduced by STS and the replaced vanilla scopes can be found at any level.
This is an .esl flagged .esp file to aid in keeping your plugin count low.
**This patch is only needed if you use the replacer version of STS**
