I don't suppose you would consider making three separate versions. :P I use a Deathclaw overhaul mod that is really good, but behemoths are stupidly weak in my game. Dx!
Sorry for the late reply. This is very easy to do in xEdit so I've met you halfway, and uploaded a version with 3 plugins, one for each creature. Did it for 1000hp only, because I don't want to make 9 extra plugins. If you want to increase the hp level, download xEdit and find the edit I made, and just add 1000, 2000, or 1,000,000.
If you're installing with a mod manager, just disable the plugins you don't want to add to your game, or delete them from the archive.
do you plan to make it based on difficultly? like where you have it at now for very hard, or hard, a smaller increase but still noticable increase on easy, etc?
Afaik the difficulty options should adjust how hard they are already. Basically just changes how much damage you give and take, not sure if there's a way to change a creatures health based on the difficulty level, might be possible.
finally! a mod that makes deathclaws actually scary! restoring there strength from NV! however can you make a separate file for the deathclaws that give them like 10000 health for people that use modded guns?
I'd strongly recommend getting FO4Edit and learning how to edit mods yourself. It's pretty easy and there are a lot of guides and videos out there. Once you get to grips with FO4Edit, just open up this mod, go to the value for Health and you can change it to whatever you want. That way, you can get the exact value that works for you without having to ask mod authors to make lots of different variations of their mods. (In fact, you can even make your own mods that do the same thing, all in FO4Edit.)
Same goes for modded weapons, by the way. If you really like a weapon but you think it's too powerful or too weak, you can easily change the damage value yourself to exactly what you want without asking the mod author.
