The railroad are less of an army than the minutemen. They're supposed to be ill equipped. That's why they use guerilla tactics, because they don't have the hardware or skills for a straight fight.
For most railroad operatives that's true. The Railroad is a mostly clandestine organization that prefer to avoid notice. But RR Heavies are supposed to be able to hold their own in a straight-up firefight when necessary. (I think that's one of the reasons Deacon seems so keen on recruiting the SS, because he's seen that you can do that.)
So it makes sense that they would want to equip their Heavies as well as possible (within their resource limitations).
