When you install via MO2, it will simply install the mod without extra steps and all shall be good. My description is from 2015, MO2 was not a thing back then.

I am a fan of Fallout 2 and Fallout 1 (in this order). Fallout 2 was the first (first love?!) post-apocalyptic game in the series for me and I played it in 2002 for the first time. First time I got to a lowly Klamath city, I was already pretty shocked by the amount of content/possibilities/quests in the beginning of the game (seeing that I am only at the top left of the map) and understanding that it is going to be a long journey with this game (it was). I still think that that game is gorgeous in its own right to this very day. (I still have it installed even now with the Restoration Project mod).
Later on, I played Fallout: Tactics, but it was waaayyyy different. Not so deep. Something like a Medal of Honor/Call of Duty game, but with a top view instead of first person.
I remember how I found a Van Buren demo and played it and was a bit disappointed after finding out that the game will never see the light because the Studio has closed. ("Van Buren" was a cancelled "Fallout 3" by BlackIsle Studio).
Later, Fallout franchise was acquired by Bethesda and they showed their view of Fallout 3. I watched every trailer and art before release and got the game on the same day it was released. :-) It was different, but I see how they tried to keep the cool Fallout(1/2) leveling system within a 3-D world. My first Fallout 3 playthrough was the following: I got to the part where we had to go and meet 'Three Dog Night' radio host for the quest to continue, but... I wanted to leave the city area for later and went to go through the map on foot. I encountered many side quests naturally and I was going to all the buildings, caves, subways and so on whenever I found them. One time, I encountered the Vault with our character's Father. Just like that. Without main quest pointing me there. It was immersive as ****! I immediately got several quests auto completed and was like WUT, I did it?! That was so cool, that the major quest location could be found like that and not locked behind any restrictions. I like Bethesda's ways after that random encounter.
I made an account here, after I found out that the new Fallout 3 is modifiable and that there was a quite cool website for it (Nexusmods). \\End of story//
A tip: The Fallout (3/New Vegas/4) by Bethesda are all a bit ill in the combat department. At least for my taste. Enemies are bullet sponges and it sucks. :-( But it is easily fixable for all the Bethesda games. Set the damage dealt/taken for yourself and enemies to the same high number. For Fallout 4, for me it is 3.5 or 4.0. Battles become cool, dangerous and fast paced. The only way, I can enjoy the Bethesda's Fallout combat (Skyrim's too).
If you know how to extract the New Vegas sounds BSA you can take it directly from there, rename the file to MUS_Special_LevelUp_01.wav, MUS_Special_LevelUp_02.wav, and/or MUS_Special_LevelUp_03.wav (all three are tracks that play in the level up menu) and put them in Fallout4/Data/Music/Special, and it should play. If that doesn't work you might need to change the file type to .xwm.
Can you make this sound a little louder? I got level up in middle of a fight but I couldn't hear it and I realised I had gained a level after I entered Pip-Boy.
