    There is a change happening. 
    I don’t know enough about Sim Settlements 2 to be helpful when someone has a problem.
    They have built it so I don’t need to know anything. I just put the plots down and watch them go.
    Effective immediately the comments will be turned off.

    I installed this mod and the 4 other mods you suggested and my settlers won't build any of the plots. houses, commercial, etc... when i activated the city plan i got a message saying there was plugins missing but i used the 4 mods that you posted.

      Might be because its got SS2-Jampads2 in the misc item list?

      Hi, I’m sorry you are having troubles. Here is what you need to check on when settlers are not building.

      Do you have enough supplies for building? You can look in the red settlement workshop.

      Did you assign someone to the planers desk?

      In workshop build mode go up to a plot and see if someone is assigned to that plot? If no you may need to assign someone.

      Access the terminal at the planner’s desk then, 

      Tools > Options Wizard > Select Automated.
      Options > Gameplay > Assignment > Assignment Requirements. Make sure that is OFF.
      Options > Gameplay > Assignment > Auto Assignment. Make sure that is ON.

      Check each settler to see where they assigned themselves. If everyone assigned themselves to farms you will need to move some elsewhere. 

      After you made sure all of that is okay then wait a while to see what happens.

      If you have everything above okay and they still won’t build, then I’m not sure. I’ve had that happen and I just waited them out. They eventually started building.

      The four mods you installed; do you meet their requirements?

      Your error message is strange. I only know of one thing that will cause that (but there may be others). If I put items in the build that is not part of SS2 approved items. That will cause that error. But here is the thing. Should I do that SS2 knows it and turns the item a flashing purple. So I would remove the item. 

      If none of the above helped, then go to Sim Settlements Forums and ask there. They designed it; I just build it. I’ve given you what I know from my limited knowledge.

      Allow me to try to explain. When going to the city desk and selecting a city plan, you see the name of the plan, the author name, and then a message that says "Plugins Missing". I was able to remove this warning by downloading the following Jampads 2 mod from nexus https://www.nexusmods.com/fallout4/mods/48618?tab=description. It would seem you used at least one of these plots in your city plan and thus the plan gives a warning that stuff is missing. After installing that mod, the message is gone when selecting the plan.

      Thank you for helping. I see this is your first post and that you have been here for a long time. I wish more people here were like you.  BTW I have all the mods installed, so I've never seen that message. I had no idea what they were talking about. Thats why I'm going to make some changes in the next few days.

      The SS2 people select the final 3 from what is put here on Nexus. Then people get to vote on those 3.

    Hey this looks awesome! I suppose the screenshots you're sharing are for the level 3 build, right? Would it be possible to see some of the intermediary levels? In any case, well done!

      I didn't take any shots other than level 3 (fourth level)
      I can tell you level 0 and level 1 don't have much yet. Thats why it takes so few settlers.
      I hope you will download the mods I suggested. That really tall building with the dish on top adds a lot of happiness to the settlement.
