I've been using Walking Dead Ghouls WIP mod and it mostly stopped ghouls from running.
Unfortunately, the leaping attack was still available for ghouls to use.
This mod is intended for those who prefer their lumbering zombies. I went ahead and swapped out the leaping animation with a normal attack.
Use with the above mod and load this after, now your zombies shouldn't be running or jumping at you.
