normals for F04 (or any other dx11 game) should be saved in 3dc format.
be warned tho that every time you re-save the normal (say after editing) it will degrade. as it adds the normal algorithms to an already created normal map.
ideally you want to generate a brand ne w normal every time (do the edits on the image you used to create the normal map then regenerate)
the orangy colour is not because of the diffuse texture... it is because of the specular texture. (and the fact that this particular material is using an orangy skylight in the specular channel...skybronze or something the texture is called)
mask off the belt area and try dropping the exposure by about -2
