      Watch TNG's The Measure of A Man then recall that the character you cite was based on Seven of Nine from Voyager, a show that featured the Holographic Doctor and very much sided with the idea that he was human. 

      Also we already have cyborgs. People with surgically implanted technology to help them live. I know you are making a joke about the views of the Brotherhood of Steel but you are still wrong.
