There is a change happening. I don’t know enough about Sim Settlements 2 to be helpful when someone has a problem. They have built it so I don’t need to know anything. Thanks for sharing. I am a little confused. The only thing listed in "Requirements" is Simsettlements 2, but you list "Mods I'm using to build plans". Are those mods required?
If you don't have installed on your machine a particular mod that I used in this plan then SS2 will choose from what you have installed. Example: Let's say I use "pirate bar" as one of my commercial plots. But you don't have pirate bar. Then Sim Settlements 2 will place a bar you do have.
The list is all the mods I have installed. I didn't use all those to build this city plan.
The only reason you would need to download anything additional is if you see something in one of my pictures and say, "I want that building." Or you want it exactly like mine.

Edit. Let me also say this. Most people I know have a hundred to two hundred mods installed. Some more. I had a 120GB SSD that was full and just bought a 1TB SSD for $110 ~. Which is less than I paid for the 120 originally. When modding be prepared to install mods.
