None of the Hive settlements can survive without trade, but trade brings the risk of Institute infiltrators. Best to manage it carefully, here at Tenpines, near the northern borders of the Commonwealth and away from the largest collections of synth sightings around Diamond City and the southern settlements.

As always with my plans, this requires no additional mods or extra add-on packs beyond the basic Sim Settlements 2 installation to experience as-designed.
Level 0: 3 jobs, caravan operational and foundation laid Level 1: 12 jobs, adds city services and defenses Level 2: 17 jobs, adds Bunker Hill caravan post, commercial level and start of the anti-Institute memorial wall. Level 3: 17 jobs, adds residential level, more recreation and additional decorations
