    Hello I was going through ss2 lore and tried to build my city but found your plan and decided to give it a try. I turned on the plan, chose the plan on the city-planning table, everything became clear, but someone did not even begin to build, really stood for a very long time, and someone did nothing.

      Actually the settlers standing around looks like it's been an ongoing game bug for quite a few years.
      Surprised Bethesda hasn't fixed it.
      I search around, fo4 settlers just standing around and it seems alot of people over the years have encountered it but no one seemed to know an answer to it.
      I think it's likely script lag in the game, you will need to go and do some other stuff (quests and such) to let some time pass and allow the scripts to sort themselves. The settlers will start to roam around eventually and their AI should learn the area.
      Otherwise the only way to really fix this issue, would be to try and see if Bethesda would release a patch for it.

      As far as the SS2 assignments, check your SS2 settings.
      See if the settlers respond when you manually assign them.
      They should start building the lots they are assigned to.
      But same as above,  give the town some time by going and doing something then come back and re-check it later.

      One last thing to try that may help, make sure the games timescale is set to default.
      Use ~ to bring up the console
      type in: Set timescale to 20 and enter.
      20 is the default timescale, the settlers may start moving around once that's set.

    Is "Place Everywhere" a hardcore need for this city plan?  I only ask because I've had issues with it in the past and I usually don't use it anymore.

      You should be able to use it without place everywhere, unless you plan on moving objects.
      But otherwise ya everything should stay in place.

    Absolutely awesome!

    Love the layout and design.

    Nice organized yet primitive (i.e. lore friendly) design (while many people do like the ramshackle look - I think it does not fit with the whole concept of having a leader and a "plan").

    thanks for sharing - city plans are a lot of work!

      I wanted to fit as much as I could in without it looking crowded and keeping it lore friendly.
      I had less then a millimeter of space left on my build space bar at the end, probably couldn't get more than 3 or 4 more items in
      I also wanted it to be fully functional and balanced, with a good mix of plots and also having the caravan link to network it with other settlements.
      Now that I have a few Vils done, I'm gonna update them so they all include caravan plots and I have to reset alot of the plots so the town build properly, maybe add a few more things. But I will do it in a way that it will almost appear as an extra stage when someone switches from the original versions.
      But yes, it's alot of work.
      Luckily the hardest parts are done in each of my previous settlements, that being the internal designs, that takes hours just figuring out the layout and placing the items in a way that looks proper.
      In the end though, it's really nice to work on.
      I use to make all my settlements using just the game tools, this is so much nicer and I can share my builds with everyone, plus I don't lose my work because I can always download it if I ever need to in the future.
      Over 2k hours played and still haven't beat the game, always spent my time building, rather then doing the quests

      I tried to give it a good story, each one of my Vils has one or will have one.
      Helps with coming up with the slogans and advertising.
      As well as to the way I lay everything out, by giving it a theme to go by.
