This is a useful resource. Thanks!

I have to say I was disappointed to see that the game's default difficulty options have barely advanced at all from Fallout 3. It's still the same nonsense with the damage modifiers and the inevitable bullet sponges.

Eventually, my hope is to rejig the weapon perks so that they provide no damage bonus at all (or maybe a once off of no more than 50%). Instead of boosting damage, I want them to improve the player character's accuracy, recoil control, amount of sway while aiming, etc. All of which I'd increase significantly for the untrained player character, so that's it's actually hard to shoot accurately unless one invests in the perks.

That way, the real challenge would be hitting your targets, rather than willing them to do more damage.

Same exact thoughts. I wish somebody made a mod that makes the gunplay 100% consistent and makes it independent of RPG elements in the game.

Thanks for this mod! Currently a high level and have put in a ton of points in my gun perks, but after adding the Arbitration mod and making it so damage towards enemies and myself was raised, now everything kills super quickly. So, thanks!

i dont really get the logic behind this change
how will this stop the game from getting too easy early?
you do know that perks are level locked? you need lvl 40 or something like that to max out dmg perks, and to get lvl 4 you need to put in like 40 hours at lest

heres a tip, just change the difficulty?
also late game wepons arent too strong, they are too weak, having to shoot a raider 10x in the head on survival with maxed out dmg perk isnt exactly what i would call easy

This mod was intended to be used along with other mods that increase weapon damage and/or reduce NPC health leveling. The main idea is to make game more realistic where a shot from a rocket launcher should kill a man without power armor, regardless of his "level". However such mods make game too easy considering you can just increase some skill and magically your bullets do twice damage.

I hated that due to this system where skill strongly affects damage, early on you had to invest a few points into each weapon class, or else the damage is unrealistically low. Now I can better balance my weapons with immersion in mind.

If don't see reason to use it, then don't.

Then you should modify the weapon damage alongside this nerf,m otherwise this is an abstract illogical change
not to mention that you only change it by 20% at max level
remember, you dont go from 100% to 60%, you go from 100%+100%, so 200% - 40% =160%. You only dropped the damage by 1/5

Your comments didn't revealed America to me. Weapon damages are changed by other mods (including my own). It wasn't intended to do drastic changes, this is more of an experiment. Nor it was intended to be used with vanilla game.
I like modular changes, when each mod only changes some specific aspect of gameplay, so you can pick whatever you like.

i don't know if it is yet possible but since we are talking about changing guns perks i thought you will be the person to ask this for.
what i'm thinking of is, having your altered chart, maybe the other way around, 20 in the beggining and 10 after that, And the rest of the 40 point are in synargizing perks.
for instence - to get the full 100% bonus on pistols you need the 5 perks that give you 60%, the first one in rifleman for 10% bonus, the first one in commando that gives 10% and the four perks of gun nut with 5% each.
it just seems to me that knowledge in certain type of guns will give you a bonus for others as well.
