After Installation
If the power doesn't work just place a new generator anywhere you wish. The original generator is located to the side of the apartment building on the inside of the wall.
Use Workshop Workbench Marker or any mod you may have that moves the Workshop Workbench to move the Workbench to wherever it looks best.
Otherwise it is under the settlement and inaccessible.
Place a fast travel marker somewhere in the settlement otherwise if you fast travel in you will be under the ground and need to tcl console command to get out.
