Was wondering if I could get some guidance on how to fix this issue I'm having with this city plan.
The city was at L3 for a really long time, all needs/resources/time requirements met, max settlers assigned to all plots, etc. There are two areas of the plan that refuse to finish building. I have tried refreshing the city plans and the plots themselves, giving a few in-game days in-between refreshing to see if they build it up, and it always stops progressing at the same interval as before.
The circled areas below are what I'm referring to. This is a screenshot provided in the mod, not my current settlement as I've destroyed the city plan until I can figure out a fix.
In the bottom-left circle, the buildings/wall are never built. They stay as platforms with the tires on the outside, completely open/exposed to the street, despite the plots being powered up with a settler assigned to them.
In the top-right circle, similar issue. It's nothing but platforms there with wall pieces around it and an exposed commercial counter directly behind the gas station. The only thing you see are piles of tires and the staircase leading to the roof.
Again, the city was max level, all requirements met, plots powered and settlers assigned to them, and nothing will happen in those two areas no matter how much game time passes. (I actually left the settlement alone for a really long time and came back to it after finishing the main questline last night. That was about 2-3 real time days passed in the game.)
is there any CC content required for this plan? or is the plan building process crashing because I dont have 2 addon packs that were removed by their creators?
Hey, this stays stuck at lvl 0. I'm like 40hours in so this is not a time related issue, is there a condition I might have missed? (number of settlers or whatev) WS at 400%, beacon ON I put some defenses to have the full bar.
I might add I use your starlight/sanctuary/tenpines plans and they upgrade nicely

currently 7 settlers (had to craft 2 beds) materials 800/800 (settings : scrap only, no categories just in case) (I build some more boxes because 800 seemed low but I know storage usually matches material needed)
full bars for food, water, housing and security
strange note : when nothing happened I built an ILS. settelment appears correctly on pipboy but last time I was there the top right box didn't show 'caravan services'. I don't remember if It was like that before, but as a settlement of the triangle of death, I know it's a script intensive area
I don't see where your problem comes from. Apparently all the conditions are met. Did you start from a blank settlement or did you apply the plan on an existing one?
Some of the links to mods we need to have for this mod to work are not working - mod authors have pulled their mods off Nexus - therefore, is it possible to still use this mod without theres, or do you need to update your mod to now work with the missing mods? I don't want to install a mod that is not going to work because I can't get what's missing
It takes like 30 minutes plus, for it to start to build lol. And I haven’t seen past the first part because it says the build limit is reached. I’m really looking forward for it to work, so I increased the build limit, and am hoping it gets passed level 1 now.
I believe that some updates to SS2 and the chapter 2 addon have brought some length to the video turns and save times.I have the same problem, the only thing I can advise you is to watch for updates.

Well, I'll build an ROTC plan, wait a few days and come back for happy city later.
worst case scenario, i'll force upgrade command.
